Cannot do upgrade

Ipad ver 12.57 cannot upgrade to 13. Is this a fact of life? My bank needs the upgrade.

It looks like you‘ve got an iPad Air (1st generation), or an iPad mini (2 or 3). These devices can‘t be updated to iOS 13. If you need an iPad with iOS 13 or later, you‘ll need a device compatible with that software. iPad 5 and later, iPad Air 2 and later, iPad mini 4 and later, and iPad Pro can handle iOS 13.
