Hi Shuntie,
There are several ways that you can upload pictures from your PC to your ipad.
You can choose which picture folder to sync with your ipad when you have itunes open on your PC. When you "connect" your ipad either directly or wireless to your itunes-you can check your summary tabs and assign the picture folders you want synced.
Another way you can get your pictures is by email them to yourself, opening it from your ipad and than saving it to your device.
I did a search for you to help you get started, try these out to see if it helps. The first appears to explain what you are looking for better than the second. Let us know how this turns out! Good luck!
