Is there a way to activate a wifi hotspot on ipad4 iOS 6.1.3 like you can do on an iPhone wither via settings or is there an app for this?

With iPad 4 it's possible, if you have Wifi + Cellular. Look at this link: http://support.apple.com/kb/HT4517?viewlocale=en_US

The feature will not become available until activated by your cellular carrier. BTW, some carriers charge a fee for using the personal hotspot feature. Check with your carrier to be sure you understand any rules and fees they may have.
