Is the weather app from the iPhone available on the iPad 2?

Which one are you referring to? All iPhone apps will run on the iPad but some automatically adjust to the iPad screen size.

The one that comes with the iPhone automatically. It's simply called weather. That is the one I want on my iPad as well. It never came on it.

No, it's not available for the iPad. Your best bet is to browse the App Store and find a weather app that you can "live" with. A lot of them are free - so you've got lots of choices.
