Using iPad charger to charge Iphone 3GS

Bit off topic but as the iPad 2 charger is 10W is it safe to use to charge an iPhone 3GS that uses 5W charge?

Yes - it's completely safe. The 10W is the charger's capability - it will not 'force feed' the iPhone.
