using a picture for my screen saver

can someone explain why I cant 'do' anything with my photos on the ipad.

i have some great shots that I want to use as my home screen.

I click on the photo and at the top of the page it says 'Move and Scale' and nothing happens. Can anyone shed light on this. The problem is that when I transfer the picture to my Home Screen..most of the picture can't be seen as it seems to be too big.

My ipad is using 7.1.1 if that means anything to anyone.

nice of Apple to fix it then..
