Strange, inoperable icon appears after IOS 26 update

This strange icon appeared on my desktop after the latest upgrade. It will not open, it’s locked on a single desktop location with attempts using AI to identify it, failing.
Can intone identify it and help me either utilize it or remove it. Strongly it did not show up after I updated my IOS on my iPhone.

Google Image search had the wrong answer, but it led me indirectly to this answer below on the Apple Forums. It appears to be correct.

it is an Accessibility feature that lets you view smaller text.

That is Hover Text. To disable it:
System Settings>Accessibility>Hover Text
Turn the switch OFF

Perfect! When I looked the all of the different windows, trying also to compare icons with the one that I had my mistake was first looking at the background color, before the internal design. It’s nice to have it gone because it never would do anything but block a portion of window that would have something that needed access.
