Spy software on ipad

Im going to buy an ipad as a gift for my 3 year old who lives with her mother, really looking to see if its possible to access the ipads camera and microphone without the knowledge of the user.

Just trying to look out for a little girl who lives with a bunch of idiots.

I do not believe such apps would be allowed by Apple due to their ability to be abused by users, not to mention breaches of privacy and other concerns.
