Separate game files on same ipad?

Is it possible to have two different game saves on the same ipad for two different people?

Only if the game itself provided this functionality. There is no in-built facility within the iPad itself to do this. For example, there is no support for multiple independent user accounts, as there is on a PC. So, unless the game itself provides that capability, it is not possible.
