Photos on ipad

I can download photos fine....but how can I edit and use them in other folders?

To edit them you have to get an App that can do this. Look for the free Adobe Photoshop Express app.

I'm not sure what you mean with use them in other 'folders', but if you mean in other Apps, then it depends on the App. Some apps can use photos from your pictures collection, others can't.
