How can I make folders for my pics on ipad1
Do I need my pc

Yes - if you've not upgraded to iOS5, then you need to create the albums on your PC and then sync the iPad with your PC and the albums will be replicated there. However, there are plenty of (some free) iPad apps that can do this on the iPad itself.
