My ipad is lost

It works great... I couldn't find my iPad yesterday. I took it out in the car in the morning, then when I went to look for it in the afternoon, it was gone. I didn't know if I left it somewhere or what I did with it... 'Find my iPad' showed me that it was near my location at home. I had Find my iPad send a signal to the iPad telling it to sound a tone. Then I went searching. It turned out that it had fallen between the passenger seat and the passenger door in the car. With the tone chiming away, it was easy to locate
Note.. Even a non GPS iPad can be found with iCloud. Non GPS iPads use WiFi triangulation for location services. That method is pretty accurate.

If it was stolen, the thief didn't on any Wifi or 3G ? Still possible to locate it?
I tried to find stolen device but it won't work. No idea what the thief had done to it.

Thanks for your attention guys...but anyway i was not activated that programs before, because my iPad is new one. I just buy it around 3 weeks a go, so i don't have any program to secure my iPad. So Do my iPhone be able search or track my iPad from my location now or how to blocked my data there, because i try to send email yesterday to bagging return my iPad to who ever took it and i this morning i found my email in "trash" mail. So i think that thief could operate my iPad now. Im waiting for the best way from you guys. Thanks a lot
