My iPad has gone blurry how do I fix I can’t unlock or shut down

I’m really hoping I don’t have to buy a new one and I live no we’re near a apple store

I really can’t tell anything from the picture, mosty because I have nothing to compare it with. Can you describe in more detail what is going on?

Blurry is hard to imagine, since there is no focusing mechanism in the screen. It does look like the backlight is not working. When the backlight fails the screen can only be seen if you shine a light directly on the screen, and then only dimmly.
