Missing icons?

WhenI swipe UP on my iPhone5, the icons are different to those that appear on my iPad3?

On the iPad I am missing the Calculator and camera!

Any reason for this?

You should be missing the Flashlight and Calculator. The Clock and Camera should be present.

Those items are missing because neither the native Calculator app nor the LED Flash exist on the iPad.
