For some reason when I send someone a text message from my iPad that doesn’t have an iPhone I have to go to my iPhone un highlight the forwarding button then re highlight it again and put in the code so that person will get my text. It is very annoying. Any reason for this.

Assuming both your iPhone and iPad use the same Apple ID, you could try looking at Settings > Messages > Text Message Forwarding as this should list which devices are allowed to forward messages.
