jpg file transfer from pc windows 10 to iPad Pro ios11

How do I transfer jpgs from pc (windows 10) to iPad Pro (iOS 11) using either Bluetooth or cable? The iPad and the pc can form the link, but jpgs of even 200 kB won’t transfer. The problem is that I am in an area where WiFi is not an option and the only way my laptop can communicate is either Bluetooth or cable. If this is not possible, could I download the jpgs from the computer to a card and use a card reader to connect to the iPad? I am open to any solution which doesn’t involve WiFi or internet. sorry if this has been answered already but I couldn’t find it. Thank you.

One method to get those files to your iPad, is described here:
Transfer Pictures to iPad the Easy Way with iTunes

There are also USB flash drives that can connect to the iPad, as well as a PC. What you’d need on your iPad, is the app that belongs to the drive. There are also devices that have built in Wi-Fi, so that you can use these to transfer files. This article shows a few devices you could use:

You can use third party software except itunes for easy photo transfer between your windows machine and Ipad
