As far as I know, iPads are carrier agnostic and are not/cannot be locked to certain carriers.

Hi Brian and welcome to the forum! Please provide more information: 1) What iPad model did you buy; 2) What iOS is installed; 3) Can you use the device normally; and 4) Does the iPad have a SIM slot (like shown below). Answers to these questions might elicit more specific help. Dave
