Ipad Mini 4 website connects only in private mode

I have an IPad Mini 4 IOS 13.5.1. A website I frequently look at in now only connects in private mode. This is new behavior. I did turn off Prevent Cross-Site Tracking as I was getting this message:
Safari cannot open the page The error was: "Response served by service worker has redirections."

Any suggestions for how to open the web site not in Private Mode?

Try tapping on the Aa icon in the URL and Request Mobile Site.

No idea if it will work, but has been the cause of several site issues since the iOS 13 update, when iPadOS started using the desktop versions of sites by default.
