Ipad is not locked but mail is locked

My iPad settings is St at unlock, but the mail page is locked

Can you go to Settings->General->Restrictions->Accounts->Allow changes

If you enable that, you should be able to modify your email accounts once again

since posting that my ipad e-mail is locked even though my ipad setting is on unlocked I resolved the issue. I held the home button and the on/off button at the same to power off. Upon restarting the mail was no longer locked. Obviously I do not know if this will be a permanent fix.
