Yes, but you must pay extra for the privelidge for general calls and txt, unless, you stick to specific apps (ie, facetime, skype etc etc) where both you and the recipient use the same app

Yes there is a number of free calling and texting apps : 'Viber , Tango ' are the most common ones

Yes you can, as previously said, others require additional payment, but there is a free messaging service the native app "Messages".
