ipad apps content decency

i noticed a lot pf apps on the itunes store like Diigo Browser - Chrome-like, with annotation and offline reading (formerly iChromy) for iPad on the iTunes App Store say there is age restricted content when you go to download.i can understand apps like iwobble being age restricted or having indecent cont but come on a web browser? (unless it can access the content that makes the ratings be shown.

Your last statement is the answer, exactly! Browsers cannot gauruntee that they cannot access age restricted material so Apple is just warning you of that fact.
