ipad 2 wifi only

The WiFi version of the iPad does not have GPS capability, because it's built into the same electronics in the iPad that supports 3G. A WiFi iPad can only indirectly compute its location by reference to a database of WiFi hotspot locations, so if you not receiving WiFi signals, or the WiFi is not in the database that Apple uses, your iPad will be unable to determine its location.

Also, at some point the iPad needs to connect to the internet to download the location database for that area, or there won't be one to compare to the Wi-Fi hotspots and guess your location.

You know, the 4.3.3 fix that limits the database's size actually works against Wi-Fi iPad users. Even if you've been connected to the internet in that area before, the database is unlikely to retain the needed information.
