Sounds like there might be a hardware problem. Could be worth taking it to Apple for a diagnostic work over. That will be free.

Before doing that, I'd reset all settings, and see if that helps.

Your iPad could be exhibiting the early signs of a failing touchscreen. The diagnostic recommended by Kevin would be able to tell for sure.

Has the iPad had any repairs done to it before? Are there any cracks In The glass?

A. Year ago the iPad was taken to a local Apple Store, it had some wonkie issues.. No cracked screen...

@ scifan57 & KevinjS... Seems like that will be our best alternative...lol...
Can you provide more details on the wonky issues and what the solution was? Was it an Official Apple Store or an Apple Reseller?
The reason that I ask is that these issues usually pop up when the iPad was opened up or had a screen replaced. Sometimes when closing up the screen, the cable that connects the digitizer (layer of glass that detects touch) to the logic board can be pinched and cause touch issues like this. Another possibility is water damage. There is also a small chance that a reinstall of your iOS may solve the problem , but it is unlikely. Don't be surprised that when you take it to the Apple Store they tell you that there's nothing they can do (but sell you a new ipad).
