Inactive select image button in Safari... Why?

In several places, sites and forums alike, I've noticed that the button for selecting pictures from your computer (here iPad) is inactivated. Why is this?

Sure, I could upload to Photobucket, but would find it much easier to get the pics from cameraroll instead...

Is there a way for this? Or is it an Apple no-no?

Safari cannot upload any type of file - photo, document or anything else...it's a Safari/iOS issue.....

There are some third party browsers that will allow you to upload files held in their local filespace but iOS will never let you upload a file from another apps filespace.
