I'm surprised that 16 people found enough space to spend some time in there. You can't really move around a lot. It's even worse when you're tall.

You also have to consider that you're seeing the submarine empty, with no stores aboard. If you think it's cramped now, just think of those 16 sailors on war patrol in a fully stocked submarine.

That's something I can't imagine, even though I know they all didn't work at the same time.
