Can I play those games in iPhone 5 in mini iPad with iCloud?

As long as you have the "Automatic Downloads" for App turned on in your iPad settings. Most apps for the iPhone are universal and can be used on the iPad. Sometimes it will have a 1X and 2X zoom if the app isn't a universal app.

Go to iPad Settings/iTunes & App Stores/Automatic Downloads/turn on Apps.
