I assume that iCloud is the service that iPad uses to "do backups". Correct so far? How do I control when automatic backups are performed? Exactly what is backed up? I have seen a long list of what is NOT backed up. Is this backup process taking care of synchronizing data (or whatever) between devices "on the network" or is that a separate procedure/facility?

You can backup your iPad using iCloud or iTunes on your computer. Here's a list what is backed up in iCloud: http://support.apple.com/kb/PH12519?viewlocale=en_US

Automatic backups take place when your device is plugged in, connected to Wi-Fi and locked (screen not active). Of course it has to be enabled in Settings - iCloud - Storage & Backup - Backup.

The backup doesn't sync devices. You can use iCloud to sync files, calendar events, photos...
In Settings - iCloud you'll find what iCloud can sync, if enabled.
Hope that helps.
