How do you move music from ITunes on a PC to an Ipad?

My wife wanted some of the music from her CDs loaded onto the IPad. I loaded them into the ITunes Music Library on my PC but when I choose the songs in the ITunes Music folder and then sync with the IPad the only thing that happens is the IPad synchs with the PC and then everything stops. No music is transferred to the IPad music folder. The IPad is set to transfer selected music files every time it synchs with the PC. Tried to use the mouse to move them into the IPad music folder but that doesn't work either. What I am I doing wrong.
