How do I get apps from my itune store account to my Ipad?

How do I get apps from my itune store account to my Ipad. THey have already been downloaded but I am having problems. My ipad seems to sync properly but it won't allow me to transfer the apps to my Ipad.
Please Help

When you sync you have to add the apps look up top then hit apps the check the one you want to add

I have done that and on my IPad the icons come up and says that it's loading but it's not. Any other suggestions?
