Hotmail Safari New message

Hi al,
I have set my iPad 3 with Homail as my email. When I open Hotmail up in Safari web browser, I don't see an option to send new mail I can see the Inbox ect. If I open Messages (App) I am able to send a New message. Should I be able to send an email using Hotmail & Safari web browser?

When in Safari Hotmail, look at the top-right corner. Just under the word 'menu' there should be an icon for a new mail message (an envelope in a square, with a green +).
