I know you can purchase software, but can't find one for the iPad.

You need to use a proxy server. You connect with the proxy server and the proxy server connects with the rest of the Internet on your behalf. This way, all anybody sees is the proxy server's IP address, not your's.

The app is free but you have to register with the service and that is not free!

Hide IP on iPad is simple. Find the right service and use the following steps:

1.Contract the services of a reliable VPN service company
2.Once you make your payment, choose any IP address from any country they have available.
For instance, if your IP address is preventing you from visiting websites like Hulu.com then you would choose a USA IP that routes through the VPN server, keeping your address completely confidential (and safe). You can check whether your original ip address hided or not using this site
