Hay Day Friend ID Requests

When I go to game center on my iPad theres no option to add a friend, are u talking about the game center where we give reviews about the app?

Um... I dunno about reviews, I think App Store is where you can buy/download apps & give reviews about apps... While Game Center is totally different app. It shows stats of what game you're playing and your in-game achievements, also your game-center friends. I think you can download Game Center app from App Store.
