If you click on the arrow down, like if you're going to do a quote reply, look to your left. There's a check box. Click it, or click the box on those you want to multi quote, and it should do it.

Edit, then on the very top right, click that arrow and it should have a multi quote option. The top right where you usually click to start a new reply.
