personally, i feel the boat has more priority over the mine.
you need the mine to excavate ores which are required by the smelter. without the smelter, the ores are pretty useless. (truck order wont ask for ores)
so the mine and the smelter has to come hand in hand.

as for the boat, it comes every 4 hours and requires different orders each time. (i.e 3 crates of 3 butters, 3 crates of 4 wool, 3 crates of 35 corns)
once you complete filling the boat, you will get bonus exp, a voucher. if you cannot complete the boat within the stipulated time frame, the boat will set sail on its own or you can either ask for help. (where friends on your friend list will be able to help you with the boat orders)
Do take note you can only send away either a completed boat (all crates are filled by either yourself or by your friend) or a completely empty boat. (completely empty means no crates are filled and no crates are open for help) if you send away an empty boat, you have to wait another 4 hours for the next one to come.
so after you complete the boat, you cast it for sail. the next boat will come in 4 hours time. (this 4 hours is where you can prepare for the next boat or search the papers for the items you need)

hope this explains. we usually send away boats that ask for demanding no. of items at a go. (for example 4 crates of 7 white sugar each, which is madness to complete)
