did you check if your friend on the other device has log out your game centre or something? then after try to log in to your own device again.

He said earlier that person has not been on bc they can't get online!! Soi don't know :/

No and I think other ppl having the same issue so I don't know what the deal is but something Is messed up :/ he needs to maybe log out and log back in! Cino have you tried that?
