It is applicable for Germany. It is a road designed for driving as fast as you can. There are speed cameras, though only to spot the ones not driving fast enough. Actually, there is no law against running out of fuel, but stopping unnecessarily on a superfast highway is a crime, and that includes running out of fuel!

The autobahn is now the fourth largest singular superhighway system after US, China and Spain.

That's what confused me. Our highways are also called autobahn, but we have a speed limit. And we have speed cameras, but to see who's too fast. Btw, there are speed limits in Germany as well, in some areas.
