Do backup, syncing definitely need Internet connection?

I tried to import photos into the iPad by syncing photos without Internet connection. It always did the backup first. It failed so far.

Do both need Internet connection in the process? Can I skip whatever that needs Internet connection as I only need to import the photos?

Would it work if the iPad has a timeout and a security pin for access?
