Could be. There are different iTunes for different countries. It wouldn't be too surprising if using regions settings that are in conflict with the iTunes store might cause problems. Especially if the country has some kind of internet firewall/restrictions in place, like China does.

But if that were true, I'd expect a lot more complaints coming from our forum members in those countries.
