Charging issues

We plug our iPad 2 into the charger because it is dead. When we plug it in it dings and the apple shows on and a little round timer thing pops up. And it just keeps dinging. I have tried to power down and nothing... Help

Hi, welcome to iPF!

I hope this will help:
Reset your iPad: press and hold Home and Power button at the same time until the Apple logo appears. If it doesn't work immediately, try it a second or even third time.

I finally got a picture of a battery charging then it went back to the apple.

Last possibility would be to place it into recovery mode: http://support.apple.com/kb/HT1808
