CAN'T TURN OFF KEYCHAIN

I'm trying to turn off Keychain.​

After I turn the SETTINGS/KEYCHAIN green box to OFF, and then click CONTINUE at the warning ("Turn off Keychain..."), I enter my IPad Password, and then the green box immediately switches back to ON.

I've tried rebooting, same result.

I've tried signing out of Icloud, same result.

I've tried this on 2 Ipads (IOS 15), same result.

What am I doing wrong? How can I turn it off and have it stick?
