cannot set time zone

I'm setting up a brand new ipad 4. I cannot get the time zone set correctly. In the Settings - Date and Time - Time Zone area, there is just the spinning icon that never stops spinning. ??? Anything I can do?

Hi, welcome to iPF!

It may be better setting up Region Format in Settings - General - International first. When you've selected a country, then go back to Time Zone and try to set it up.
