Can Skype receive a call if not running?

What are the necessary conditions or situation for an iPad Skype user to be able to receive a call from another Skype iPad user?

You have to be signed in. The app doesn't need to be open, just running in the background.

To hear the ringtone when somebody is calling, enable sound in Settings - Notifications - Skype.
