Can I use USB mobile modem to my iPad2?

Could anyone tell me if I could use USB mobile modem to iPad2 16GB (WiFi type), by using USB adaptor?

No...

You might be able to do this with a jailbroken device, but I've never heard of anyone doing so. It will not work with a standard device.

Part of the problem is that the 'USB port' of the iPad has a very limited current drive capability of about 10 mA and most all modems require considerably more current than this.
