Can I delete my files if I have iCloud?

If I delete my files and my iCloud is on, will i still find my files on my iCloud? My iPad is almost full and my iCloud is almost full as well. I want to delete files from my internal memory.

Omg, better dropbox then. iCloud is not so useful.
