Pretty much. I can't remember the steps off the top of my head. There is only one savegame, not multiple so your backup or whatever you are transferring to iTunes is your "current save." You have to install the game on your PC, transfer files ( or something to that effect, there is a button for that) so you have your current save on PC, delete/reinstall the game on iPad then sync. It is all done via iTunes.

Actually there was 5 or 6 saved games in the documents folder

Yes, I got the bolt pretty quickly. Had 9 buses and a doubledecker out, when I started this part. When they returned, I sent out 9 of those, which takes an hour +1 taxi (I have 2 terminals) - first time the taxi returned, I got the bolt.

Unfortunately

Now I am confused. I mean, if you are a brave pioneer these posters are a nasty surprise unless you have a few fully upgraded paper mills and a stack of production bonuses (and credits). The rest of us can make these things in advance, no? Two of my mills are churning out ad posters.
