All Apps Are Up To Date (not)

My iPad3 (running 6.1) displays "All apps are up to date" when I go to the updates section of the app store app. It's been like that for a couple of days. I know for sure that they're definitely not up-to-date, as there were about 3 updates displayed just before this occurred (also, the badge displays 7 as of today). I tried pretty much everything - reboot, respring, shutdown, app store logout, app store login with another ID, etc.
I searched the net for similar issues, but they were all related to issues on Apple's servers side (iPhone running 7.something seems fine, though).
Is there anything else I can do to fix this (like deleting some stuck cache file or something)?

Press open, which is inside the box next to the apps and description of the update. They won't go away until you press it.

That's not the case here. What I'm saying is -- the App Store badge displays 7; if I open App Store, the Updates section button below also displays "7", but the page Updates is empty, just a giant circle with downward pointing arrow in the middle, and writing "All Apps Are Up to Date" beneath.

That happened to me when I had first updated to iOS 7. It went away automatically after a few days. Observe how frequently this happens for a week, keeping us updated.

Also, if I go to Purchased section, only Recent Purchases (first icon, clock, on the left) displays apps. If I click on any of the letters (A-Z, #), the working indicator in the middle keeps rotating.

Most likely, the AppStore has an update for your apps that is compatible with iOS 7.x only. So, you get the notice/badge.

But, when you go to the store, as you are on iOS 6.x and cannot update the apps that won't run on iOS 6.x - that's when the badges disappear. Cause, really, you have no update(s) for your operating system.

As far as I know, there is no fix for this - except to upgrade to iOS 7.1. Sorry.

That has nothing to do with 7 only. Non-compatible updates never display as updates or badge only. There were a few updates in the last days, which I found through Search within App Store (the latest one was Facebook app). I vaguely remember I had a similar issue quite a while ago, and it included deleting some cache or plist file. I just can't find the solution anywhere anymore.
