Can it be your router when one wifi device is fine with YouTube and the other is slow. Also when I use the YouTube native app it's fine. YouTube inside the ipadforum app is slow.

Yes actually it can. Its like my old home router used to be, I could have 3 different devices connected at different times, and all would have different speeds, even if the same distance from the router.

The router is doing it's job, the different devices do their jobs at different levels of performance. 2 laptops, 1desktop, 2droid phones, and 2 wifi blue rays play you tube like tv on my network. iPads level of performance is severly lacking. It stops and starts making you tube unwatchable. iPad is a great Internet device otherwise, oh wait I forgot about Flash.
