You can't. Without an Internet connection you can't update to iOS 7.

If i download it usin (download) optin not ( download n install n install d ios7 later. Is dis posible way
Once downloaded you still need an Internet connection for the verification and installation.

Dat mens after downldin it wen i am gonna install it i need internet connection. Which need d connection. Ipad or laptop(which through i install it)
