Screen magnifier

Hi, I want to get the new iPad foe my mother who is visually impaired. Is there an app to make anything on the screen larger? For example, I cannot make this conversation larger.... Or can I? I appreciate any guidance that you can give me. Thanks.

If you double tap the screen with 3 fingers, it'll enlarge the screen.
Happens all the time by mistake, and some people are panicking- not knowing what to do ( double tap again)

Thanks! I kept trying that with no success and then I thought that maybe it was a setting... And it was! The zoom was off on mine. Thanks!
