Recover apps lost in reset

Is it possible to recover paid apps lost during a reset without having to rebuy them if there is no backup?

They should all be linked to your iTunes account, under Purchased. You just reload them.

The iTunes keeps a record of all your purchases, so you will just be able to download them again free of charge
